Commercial Vehicle Licenses
The Municipal Commercial Vehicle Licencing Program is established by provincial statute to provide a source of revenue to municipalities to offset the associated costs of roads maintenance, signage, snow removal, parking control, and the like. Any vehicle using municipal roads and operating for commercial purposes must annually purchase and display a commercial vehicle licence decal.
A common misconception is that the decal is a parking pass. The decal does not expressly provide any parking privileges, though some communities may allow the use of loading zones as a courtesy. Users should always consult local bylaws for specific restrictions regarding the use of commercial loading zones.
Current Legislation
The current legislation can be found in the Local Government Act and the fees are set by provincial regulation.
Fees
The licence year is defined as the calendar year. Decals are available for the following year starting November 1 of each year. Annual licence fees are set out in the Local government Act regulations; under BC Reg.405/93 fees are currently as follows:
| Vehicle licence fees for each licence year, for a vehicle of gross vehicle weight | |
| Not exceeding 2,800 kg | $25.00 |
| Over 2,800 kg but not over 11,800 kg | $30.00 |
| Over 11,800 kg but not over 20,000 kg | $35.00 |
| Over 20,000 kg | $40.00 |
| Licenced under CTA agreement | $30.00 |
| Vehicle licence transfer fee | $6.25 |
Enforcement & Penalties
Failure by an owner or operator of a commercial vehicle to hold and display a licence decal is punishable upon conviction by a fine of up to $50.00. A person who displays a decal, not authorized to do so, is liable upon conviction to a fine up to $200.00.
