October 3 Council Highlights

Electric Utility Services Bylaw
Council gave first reading to Electric Utility Services Bylaw No. 2017-44.  The bylaw has been developed to combine the electrical service regulations and specifications.  City staff were directed to begin the community consultation process on the proposed electrical changes. 

Injunctive Action
Council authorized staff to seek an injunction to enforce the continued violation of the City’s Building Bylaw for failure to complete permits issued for the property located at 890 Three Mile Road. 

Skaha Bluffs Area Boundary Extension
Council directed staff to employ the Alternative Approval Process, as defined in the Community Charter, Section 86, to obtain electoral approval for the Skaha Bluffs Area Boundary Extension.  Electoral approval will be done through assent voting.  Elector Response forms are available at City Hall or online at www.penticton.ca and must be submitted to City Hall no later than 4:30 pm on Wednesday, November 15, 2017. Sports and Events Project Manager position
Council approved a permanent, full time Sports and Events Project Manager position.  The primary responsibility of this position is to support and assist sporting events, festivals and group/meeting organizers in obtaining the appropriate permitting, resources and information to develop and safely execute successful community events.

Council adopted Zoning Amendment Bylaw No.2017-58 and approved Development Variance Permit PL2017-8013. 

295 Abbott Street
Following the public hearing, Council adopted Zoning Amendment Bylaw No 2017-63 and approved Development Variance Permit PL2017-8026. 

168 Kirkpatrick Avenue
Council gave third reading to Zoning Amendment Bylaw No 2017-64, being a bylaw to amend City of Penticton Zoning Bylaw No 2017-08 by adding Section 10.1.3.7, a Bed and Breakfast Home shall be permitted.  The applicant is proposing to convert the assisted living facility to a bed and breakfast home with four sleeping units. 

461 Eckhardt Avenue West
Council gave first reading to Zoning Amendment Bylaw 2017-65, a bylaw to rezone the property from RD2 (Duplex Housing: Lane) to RM2 (Low Density Multiple Housing).  The applicant is proposing to build two duplexes.  This matter to be forwarded to the October 17, 2017 Public Hearing. 

641 Winnipeg Street
Council gave first reading to OCP Amendment Bylaw No. 2017-66 changing the OCP designation on the property from LR (Low Density Residential) to MR (Medium Density Residential), Zoning Amendment Bylaw No. 2017-67 to rezone from RD2 (Duplex Housing: Lane) to RM2 (Low Density Multiple Housing).   The applicant is proposing to build two duplexes.  These matters to be forwarded to the October 17, 2017 Public Hearing.

Council gave first reading to Zoning Amendment Bylaw 2017-70, a bylaw to rezone the property from R2 (Small Lot Residential) to RM2 (Low Density Multiple Housing).  The applicant is proposing to build a four unit townhouse.  This matter to be forwarded to the October 17, 2017 Public Hearing.
