May 8, 2018 Council Highlights

New Online Services Portal
Ken Kunka, Building and Permitting Manager, provided Council with an update on Phase 1 of the customer improvement and modernization of the business license and building permit process.

SOEC Economic Impact Analysis
Dean Clarke, Spectra and David Hall, Economic Planning Group, provided Council with an update on the current economic impact for the South Okanagan Events Centre, Memorial Arena and Penticton Trade & Convention Centre. 

2017 Audited Financial Statements
Council accepted the Financial Statements as presented by BDO Canada LLP for the year ending December 31, 2017.  Section 171 of the Community Charter requires that the municipal auditor report to Council on the annual Financial Statements of the municipality.

UBCM Structural Flood Mitigation Grant
Council supported the application for grant funding of $750,000 from UBCM for Structural Flood Mitigation within a designated section of Penticton Creek with the remaining $200,000 project cost funded as part of the 2019 budget process.  This project deals specifically with the upper most portion of the creek and will provide a long term solution to prevent flooding.

2018 General Election Appointments
Council appointed Laurie Darcus as Chief Election Officer and Dana Schmidt as Deputy Chief Election Officer for the 2018 Local Government General Election.

Tax Rates Bylaw
Council gave first, second and third reading to “Tax Rates Bylaw No. 2018-25”, a bylaw that establishes property taxation rates for the 2018 tax year.

Kiwanis Pier Repairs
Council approved proceeding with Option 1, Storm Damage with Additional Structural Repairs, as described in the Council Report dated May 8, 2018, and increase the budget to   This option includes repairs to address storm damage and additional recommended structural repairs.

BC Transit City of Penticton Annual Operating Agreement
Council authorized the Mayor and Corporate Officer to execute the 2018-2019 Annual Operating Agreement Conventional and Custom Transit.  This agreement sets how BC Transit and the City of Penticton will work together to provide conventional and customer transit services to the citizens of Penticton.

468 Lower Bench Road
Council supported the application for the Structural Change and Winery Lounge Endorsement made by Moraine Estate Winery located at 468 Lower Bench Road for interior lounge hours from 10:00am to 10:00pm and exterior lounge hours from 10:00am to 10:00pm (9:00pm – service closure), with no amplified music on patio.
