Step 1: Submit General Application
Before submitting a Film Application, please review the Film Procedures.
This General Application package must be submitted at least fourteen (14) days in advance of filming. For major films with multiple road closure requests, please allow additional time for requests to be processed and approved. All Film Applications should be submitted to the Events Department via email to event.hosting@penticton.ca and include the following information:
- Title and description of production
- Preferred dates and times of location shoots
- Crew and cast size
- Number and type of vehicles that will be at the shoot
- Anticipated city services
- Waiver, Release and Indemnification
The Application Fee for a Film Permit with the City of Penticton is $250 (non-refundable) and is payable at the time the application package is submitted to the City. Upon receipt of the General Application, a Recreation Coordinator will send an invoice for payment.
Payment can be made with a credit card over the phone, or in person at the Penticton Community Centre.
Step 2: Film Permit Approval Process
Upon submission of the General Application and payment of the application fee, the film application will be reviewed by staff. Upon approval of the General Application, the Applicant will be issued a Film Permit - License to Use and advised of associated fees and charges. The Applicant is required to pay all applicable fees as set out in the City of Penticton’s current Fees and Charges Bylaw.
If the application is approved by the municipality and the non-refundable application fee has been paid, other filming requirements include:
Prior to the granting of a License to Use contract, the Applicant shall obtain and maintain comprehensive general liability on terms satisfactory to the City.
Insurance Requirements:
- The City of Penticton shall be included as an “Additional Insured” on any event organizer or event host Commercial General Liability policy.
- Such policy shall be written on a comprehensive basis with inclusive limits of not less than $5 million per occurrence and $5 million aggregate.
- The policy shall contain a clause providing that the insurer will give the City thirty (30) days prior written notice in the event of cancellation or material change.
- The event organizer or event host shall provide the City with evidence of such insurance coverage in the form of an executed copy of a Certificate of Insurance to the City ten (10) days prior to the granting of a License to Use contract.
A Security Deposit is required at the time the Film Permit Facility Rental Agreement is issued. The Security Deposit for film activities within the City of Penticton is dependent upon total estimated costs (minimum $5000). The deposit is refundable upon completion of the production and City assessment to confirm no damages have been incurred. Applicants will be invoiced for all City costs after production is complete. Applicants may choose to apply the deposit funds towards the total invoice from the City.
All Filming Activity must comply with the City of Penticton Bylaws and Policies as amended or revised from time to time, including but not limited to:
The Applicant must notify the City if Drones (i.e. RPAS/UAV/UAS devices) will be used during filming, as drones will require further approvals.
- The use of drones should be included in the community notification letters provided to affected businesses and residents.
- Applicants must apply to Transport Canada and/or NAV Canada for drone usage and approval. The use of drones must meet current guidelines as set out by Transport Canada.
- Drone Operators must hold a valid Transport Canada Special Flight Operations Certificate (SFOC) regardless of device weight.
- If/when granted flight authorization by Transport Canada, the Applicant must provide the City with evidence that their insurance covers use of a drone and any liability arising out of its use.
Fees apply to all on-location filming within Penticton city limits such as parks, facilities, residential areas, or roadways. Review film permit fees.
Step 3: Scout Potential Locations
- What is the size of your event (number of participants, area required)?
- Is there parking available?
- Do you require access to power and/or water?
- Will you be serving alcohol or food?
- Are you including tents or inflatable play structures in your event set-up?
- Will you or vendors at the event be selling merchandise?
- Do you require city rentals (Ex. picnic tables, garbage cans, etc…)?
- Will you require access to the beach?
- Do you need washrooms available?
- Will you require a stage?
- Have you considered event safety and security?
- Will you work with a traffic control company?

Step 4: Public Notification
A public information/communications plan is required as part of all Special Event Road Closure Permit applications and shall include:
- A map describing the businesses, residents, and property owners that will be contacted and informed about the event with written notice. The notifications map shall include:
- Transit service provider Berry and Smith Trucking Ltd;
- Penticton RCMP;
- Penticton Fire Department;
- BC Ambulance;
- All businesses along the route throughout Penticton;
- All residences along the route throughout Penticton; and
- City of Penticton - City Engineering Services
- The written notice must be delivered at least one week prior to the event day
- The dates, locations, and times of any road closures or impacts must be advertised at least one week in advance of the road closure in at least one wide-circulation local newspaper. The applicant must provide proof of the advertisement and confirmation of the dates that the advertisement will run.
- Additional newspaper and radio advertisements may be required depending on the size and location of the proposed closure.
- A map describing the businesses, residents, and property owners that will be contacted and informed about the event with written notice. The notifications map shall include:
