Dogs in Parks

Dogs are welcome on leash in most of Penticton's parks. Please enjoy all of our green spaces responsibly: be courteous, keep your dog leashed, and muzzle them if necessary, and always make sure you clean up after your dog. Dogs are not allowed on sports fields, cemeteries, beaches (except where designated), school property or near children's playgrounds.

Off-Leash Dog Parks & Beaches

Beaches
Okanagan Lake Park Dog Beach – 45 Lakeshore Drive East
Off-leash only inside the fenced beach area. This beach is located at Okanagan Lake Park.
Three Mile Beach – 802 Three Mile Road (boating beach only)
The South Beach area (boating) is the off-leash beach area for dogs. Dogs are not allowed on the swimming beach.
Skaha Lake on Lakeside Road – 4851 Lakeside Road
Located on Lakeside Road, 3km south of the Skaha Marina, an off-leash beach area for dogs to enjoy Skaha Lake.
Fenced, Off-Leash Dog Parks
City Yards – 2088 Dartmouth Road
This is a fully-fenced off-leash dog park that offers a large dog area as well as a fenced small dog area. It’s located in the old SPCA Dog Run beside the City Public Works Yards on Dartmouth Road.
Water Treatment Plant – 1900 Penticton Avenue
This fully fenced area is behind the Water Treatment Plant, which can be accessed via the pathway along Penticton Creek. Parking is available 6 a.m. - 5:30 p.m. daily at the small lot outside of the Water Treatment Plant. The pathway along the Creek to the off-leash area is part of the City’s leash-optional pilot program running from March 1 through to August 31, 2024. Outside of this pilot project and in consideration of others, please keep dogs on-leash until you are inside the designated off-leash area.
Ellis Creek Park – 100 Industrial Place
This fully-fenced area is at the west end of Industrial Avenue along Ellis Creek Park, located beside Ellis Creek at Industrial Place.
In accordance to the Animal Control Bylaw Section 16:
- The dog must at all times be under the care and control of the person responsible.
- No person shall at any time have custody of more than 3 dogs in this area.
- Feces must be immediately removed and disposed of.
- No biting or dangerous dogs allowed in this area.
- Female dogs in heat are not permitted.
- Dogs may not be left unattended.
- If a dog displays aggressive behaviour toward a person or another dog, the owner shall immediately secure the dog to a leash and remove it.
- The Animal Control Officer may impound from this area any dog that is not under care and control of its owner.

Leash-Optional Pilot Project

UPDATE: Engagement results were presented to Council at the regular meeting of December 3, 2024. Council has requested input from the Parks and Recreation Committee and Accessibility Committee prior to making a decision on whether any of the trial locations become permanent. During this time, designated areas will remain leash-optional. This page will be updated as new information becomes available. The designated areas are listed below.

Leash-optional zone

Well-behaved dogs are welcome to enter this area off-leash. Dogs must be monitored and under control at all times. WARNING: This is not a fenced area and the park is a shared space. Watch for on-site signage marking the designated leash-optional zone. You are responsible for your dog's behaviour and safety. Your dog must come when called. Please review additional Bylaw requirements below.

- Any dogs exhibiting aggressive behaviour must be removed immediately.
- Dogs in heat are not permitted.
- Each dog must have a current license available for identification.
- Owners must clean up after their dogs.
- Dogs must be properly leashed when outside of the pilot project zone.
