Proclamations
September 2025 was proclaimed “JCI Penticton Month”.

Council Decisions 
Zero Carbon Step Code
Council directed staff to do a full consultation exercise to learn the cost impacts of the zero carbon step code changes. 

Auditor Appointment
Council appointed BDO Canada LLP as the City’s auditor for a three-year term, with the option to extend for up to two additional years.

Fees and Charges Bylaws
Council gave three readings to:

  • General Fees and Charges Amendment Bylaw No. 2025-21
  • Utility Fees and Charges Amendment Bylaw No. 2025-22

These bylaws set the 2026 rates for general and utility services.

Fire Hall Renewals
Council approved submitting a grant application for the fire hall renewals project and committed to funding the remaining share if successful. The project will be included upcoming budget deliberations for the 2026–2030 Financial Plan.

Esplanade Renewal Plan
Council received the Phase 1 Public Engagement Results and directed staff to conduct Phase 2 engagement in the fall to gather feedback on updated design concepts.

Industrial Lands Overview
Council received the report and directed staff to continue collaboration with the Penticton Industrial Development Association. 

Lakeshore Safety Enhancements 
Council received the report and referred the safety proposal to the Public Safety Advisory Committee.

Council Priorities & Financial Update
Council received updates on:

  • 2024–2026 Council Priorities – Q2 Update
  • 2025 Q2 Financial and Corporate Business Plan, including several budget amendments for equipment, repairs, and housing-related costs

Development Applications
Council:

  • Gave three readings to Zoning Amendment Bylaw No. 2025-23 for 951 & 963 Dynes Avenue
  • Supported the ALR Non-Adhering Residential Use application for 149 Upper Bench Road South
  • Approved Development Permit Amendment – PL2025-10021 for 795 Westminster Avenue West
  • Approved Development Variance Permit – PL2025-10035 for 280 Middle Bench Road North

Bylaw Adoption
Council adopted the Development Procedures and Delegation Bylaw No. 2025-19.
