Delegations and Proclamations
Council received an update from Allen Fillion, Managing Director of Development and Infrastructure, RDOS and Lauren Quan, Project Engineer at Tetra Tech on the RDOS Solid Waste Management Plan engagement findings.
Council Decisions
Assent Voting Question
Council reviewed and approved the assent voting question (below) to be on the ballot as part of the 2026 General Local Election, with regards to the 1912 Indenture at 325 Power Street:
“Are you in favour of the removal of the trust condition included in the 1912 Indenture that restricts the use of the City of Penticton property located at 325 Power Street to “games, sports and athletics of all kinds whatsoever and for horse-racing, park purposes, agricultural or fruit exhibitions or other objects of a public nature”, so that the City may use, convey, lease and otherwise deal with that property free of that trust condition? YES or NO”
2027 Council Meeting Schedule
Council selected dates for the 2027 Regular Council meetings, as well as the 2027 dates for Special Council meetings for budget deliberations.
2026 Q2 Financial and Corporate Business Plan Update
Council received a second-quarter update on the financial and corporate business plans.
Firehalls Replacement and Upgrades Temporary Borrowing Bylaw
Council gave first, second and third reading to the Firehalls Replacement and Upgrades Temporary Borrowing Bylaw to allow temporary borrowing from the Municipal Finance Authority of British Columbia, up to a maximum of thirty-eight million dollars.
Fire Rescue Training Structure
Council approved the replacement of a portion of the Fire Rescue Training Structure at Fire Hall No. 2, funded by a transfer of up to $650,000 from the Asset Sustainability Reserve.
Child Care Action Plan – 2021-2026 Project Update
Council received a progress update on the Child Care Action Plan. Since adoption, 521 new spaces have been added to the community, representing 70% of the 2030 target.
Esplanade Renewal Plan
Council endorsed the Esplanade Renewal Plan with an updated policy 4.5:
- The City will continue to work with the Penticton Tennis Club to explore opportunities for improved facilities, either at the current location or at an alternate location. The City and Penticton Tennis Club will complete a review of the options, including their financial impacts, in the near-term and present those findings to Council.
Okanagan Lake Marina Operator and Agreement Process
Council directed staff to work with the Penticton Yacht Club to negotiate the terms of a long-term agreement for the operation and management of the Okanagan Lake marina, consistent with the objectives of the Esplanade Renewal Plan, and report back to Council with the results of those negotiations.
2490 and 2510 Government Street - Official Community Plan Amendment Bylaw
Council denied the Official Community Plan Amendment Bylaw that changes the Official Community Plan designation from “Industrial” to “Mixed Use” at 2490 and 2510 Government Street.
434 Lakeshore Drive West - Official Community Plan Amendment Bylaw
Council determined the engagement period was sufficient, gave first reading to a bylaw that changes the Official Community Plan designation from “Low Density Residential” to “High Density Residential”, and forwarded the application to the Aug. 18 public hearing.
ALR Non-Adhering Residential Use and Development Variance Permit
Council supported an application for a residential use at 1150 Munson Avenue that does not fully meet Agricultural Land Commission rules. Council also approved a permit allowing a larger carriage house than normally permitted under zoning regulations. The approved changes increase both the building's footprint and total floor area.
Agriculture Land Reserve Exclusion Application
Council voted to forward an application to exclude a portion of the property at 610 Pineview Road from the Agricultural Land Reserve to a Public Hearing on Aug. 18, 2026, for further consideration.
Development Variance Permit
Council approved a Development Variance Permit for 690 Lakeshore Drive West to allow a deck on a carriage house, which is not currently permitted under the City's zoning bylaw.
Business Arising
RDOS Solid Waste Management Plan: Council unanimously endorsed the Regional District of Okanagan-Similkameen's amended Solid Waste Management Plan and supported its submission to the Ministry of Environment and Parks for approval. Council also authorized the Mayor and Corporate Officer to formally confirm the City of Penticton's endorsement to the RDOS.
