Council Decisions

2025 Local Government (Summer) By-Election Summary
Council received a report summarizing the recent by-election, which helps keep records transparent.

Signing Officers for 2025 and Subsequent Years
Council approved signing authorities for the City’s bank accounts as a result of the recent changes that have occurred within Council.

2026 Permissive Tax Exemption Bylaw
Council gave three readings to a bylaw that allows certain non-profit and community organizations to be exempt from paying property taxes in 2026.

Growing Community Fund – Community Projects
Council reviewed a list of proposed community projects that could be funded through a provincial grant program aimed at supporting growth and livability.

Municipal Grants Long-Term Funding Agreements
Council approved multi-year funding agreements for 15 local organizations, including arts, culture, sports, and festivals, to support their ongoing contributions to the community.

Infrastructure Levy Proposal
Council voted against a proposal to change how infrastructure funding is calculated. The idea was to tie it to property taxes instead of a fixed amount.

BC Transit Expansion Plan
Council supported a plan to improve local transit over the next three years, including more frequent service and extended evening hours.

Road Closure Bylaws – Haywood and Ontario Streets
Council gave three readings to two Road Closure Bylaws that close parts of Haywood and Ontario Streets to vehicle traffic to improve safety and support pedestrian and cycling access as part of the Eckhardt Construction Project.

Development Applications

Council approved the following development-related items:
•    10 Galt Avenue
Rezoning to allow a new mixed-use building with non-profit housing, helping address local housing needs.
•    594 Lakeshore Drive West
Rezoning and permits for a new multi-unit residential building, including changes to setbacks and landscaping requirements.
•    904 Timmins Street
Development Variance Permit and Development Permit for a residential development with several design variances, including building height and yard sizes.
•    148 Secrest Avenue
Development Variance Permit to allow a larger and taller accessory building on the property.

Bylaw Adoptions

Council adopted the following bylaws:
•    Fees and Charges Amendment Bylaw No. 2025-21
A bylaw updating the City’s general service fees and charges for 2026.
•    Fees and Charges Amendment Bylaw No. 2025-22
A bylaw updating the City’s utility fees and charges for 2026.
•    Zoning Amendment Bylaw No. 2025-23A bylaw rezoning properties located at 951 & 963 Dynes Avenue to support future development.
