Proclamations

Council proclaimed the following community observances:

  • Rotary Awareness Week (October 18–25, 2025) and World Polio Day (October 24, 2025), recognizing Rotary’s global and local contributions.
  • Canadian Library Month (October 2025), celebrating inclusive programming and community engagement at the Penticton Public Library.

Council Decisions

100 More Homes – Midterm Report
Council received an update on the 100 More Homes initiative, which aims to address homelessness and housing insecurity in Penticton.

2025 Q3 Financial and Corporate Business Plan Update
Council approved several budget amendments to cover unexpected costs, including:

  • Equipment replacement
  • Road reconstruction
  • Heat pump repairs at the Trade and Convention Centre

Arena Feasibility Study
Council received the feasibility study for a new arena and directed staff to begin preliminary design and site analysis, pending budget approval.

RDOS Alternate Director Appointment
Councillor Shannon Stewart was appointed as the alternate municipal director to the Regional District of Okanagan-Similkameen.

Chamber of Commerce Relocation
Council approved a two-year lease agreement for the Penticton & Wine Country Chamber of Commerce to relocate to Unit 110 – 888 Westminster Avenue West.

Lakawanna Park Upgrade
Council approved a $2 million renewal and expansion of Lakawanna Park to be completed in one phase, with funding from multiple City reserves.

Urban Deer Advisory Committee
Council approved the Terms of Reference and allocated $15,000 to develop a strategy for managing urban deer in Penticton.

Civic Address and Street Naming Updates
Council gave three readings to updated bylaws and policies for naming streets and assigning addresses, including a new $200 fine for non-compliance. Staff will work with the snpink̓tən (PIB) to include nsyilxcən street names.

Development Applications

Council approved the following development-related items:

  • 101–730 Kamloops Avenue
    A variance was approved to reduce the required outdoor amenity space for a duplex suite.
  • 2020 Main Street
    Council gave first reading to a rezoning application to allow redevelopment of a former service station site. A Public Hearing will be held on October 21, 2025.

Bylaw Adoptions

Council adopted the following bylaws:

  • Road Closure Bylaws
    Bylaws closing portions of Haywood Street and Ontario Street to vehicle traffic, improving pedestrian and cyclist safety.
  • Zoning Amendment – 10 Galt Avenue
    A bylaw rezoning the property located at 10 Galt Avenue to allow a mixed-use building with non-profit housing.
  • 2026 Permissive Tax Exemption Bylaw
    A bylaw granting property tax exemptions to eligible non-profit organizations for the 2026 tax year.
