Council has approved a Temporary Use Permit for a winter shelter at 402 Warren Avenue East, contingent on a comprehensive safety plan.
“We recognize the critical need to support unhoused residents during the winter months, and this temporary shelter is the best available option moving forward while we pursue long term solutions," says Mayor Julius Bloomfield. “The approval of this permit ensures immediate care is provided, but it hinges on the execution and enforcement of a robust safety plan.”
Noting Council has listened to community concerns regarding the shelter, the mayor says work is being done with partners to finalize the safety plan. “Ensuring the safety of shelter guests, neighbours and the broader community is paramount. A detailed safety plan must always be in place and operational to protect everyone involved," says Bloomfield.
The shelter will operate 24/7 from November 2024 to March 31, 2025, offering not only a safe place to stay but also access to health services and referrals to support programs. The City will lease the space and BC Housing will partner with a non-profit organization to manage shelter operations.
A collaborative working group comprised of RCMP, Bylaw, City staff, non-profits, community organizations, BC Housing and Interior Health will meet weekly to ensure the shelter’s safe operations and address any arising concerns.
