Service Announcement

Age Friendly Action Plan Update 
Adam Goodwin, Social Development Specialist and Lesley Dyck and Heather Cooke, Lesley Dyck Leadership and Consulting presented Council with an update on the Age Friendly Action Plan including the results of the first round of public engagement prior to the project moving to the next phases.

Aging Well Penticton
Ian Gerbrandt, OneSky Community Resources introduced Aging Well Penticton, a partnership and project that supports the social connections and belonging of seniors in Penticton funded by New Horizons for Seniors Program and discussed how it complements and can support an Age Friendly Community.

Fire Protection Mutual Aid Agreement with RDOS 
Council approved the renewal of the one-year Fire Protection Mutual Aid Agreement with the Regional District of Okanagan Similkameen (RDOS) and authorized the Mayor and Corporate Officer execute the Mutual Aid Agreement.

Zoning Amendment Bylaw No. 2021-10
Re: 3115 Juniper Drive 

Council give first reading to “Zoning Amendment Bylaw No. 2021-10”, a bylaw to rezone 3115 Juniper Drive, from RC (Country Residential) zone to R1 (Large Lot Residential) zone, to allow for a future 3-lot subdivision and forwarded the bylaw to the March 15, 2021 Public Hearing.

Temporary Use Permit PL2021-8952 and Location Selection Guidelines                                           
Re: 352 Winnipeg Street 

Council, in response to the application from BC Housing for a Temporary Use Permit to continue operating the temporary emergency shelter at 352 Winnipeg Street for an additional year, to March 31, 2022, denied “Temporary Use Permit PL2021-8952”.  Council directed staff to work with the City’s Safety and Security Advisory Committee and bring back recommendations to Council on supportive housing and shelter location selection guidelines to ensure that any future facilities are located in locations that adhere to the criteria.   

Beach Vending Program
Council referred the three-year beach vending program to the Parks & Recreation Advisory Committee for their review and recommendation and directed staff to investigate a “Vending Hub” concept and refer to the Parks & Recreation Advisory Committee for their review and recommendation.

Penticton Creek Projects Update  
Council directed staff to undertake interim emergency repairs to structures 3 and 4 on Penticton Creek at an estimated cost of $150,000, funded from the existing Penticton Creek Revitalization – Reach 3 - General Capital Budget. The funding strategy for the 2021 Penticton Creek projects be re-evaluated once the City receives notification from the various grant processes.

COVID-19 Safe Restart Task Force Update 
Council received the report titled “COVID-19 Safe Restart Task Force Update” for information. Staff will return to the March 16, 2021 Regular Council Meeting with selected COVID Safe Restart Task Force recommendations and information from staff on their costs and possible implementation.

Official Community Plan Amendment Bylaw No. 2021-08
Zoning Amendment Bylaw No. 2021-09 
Re: 1830 Ridgedale Avenue 

Council gave second and third reading and adopted “Official Community Plan Amendment Bylaw No. 2021-08” and Zoning Amendment Bylaw No. 2021-09 for 1830 Ridgedale Avenue.

Zoning Amendment Bylaw No. 2021-07
Re: 780 Westminster Avenue East  

Council denied further readings and closed and abandoned “Zoning Amendment Bylaw No. 2021-07”. 

Development Cost Charges Amendment Bylaw No. 2019-45
Council adopted “Development Cost Charges Amendment Bylaw No. 2019-45”. 

Notice of Motion introduced by Mayor Vassilaki on February 16, 2021 
Re: Additional Community Safety Officers 

Council directed staff to bring back a report in April 2021 with details and funding options for additional community safety officers, within Bylaw Services, that would cover the hours from 6 am – 11 pm, 7 days a week, to strengthen the City’s response to the social and safety challenges the City is currently facing.
