Council to consider several major community initiatives at July 14 meeting

Penticton City Council will consider several significant community projects and policy matters at its Regular Council Meeting on Tuesday, July 14, 2026.

Residents are encouraged to review the agenda and reports ahead of the meeting and can watch Council proceedings in-person or live through the City's website starting at 1 p.m. Listed below are some of the key items, with the full agenda and reports available to view at penticton.ca/council.

Library Service Model Review 
Council will review the results of public engagement and an independent third-party assessment that examined library service delivery models, including Penticton's current municipal library model and the Okanagan Regional Library (ORL) system. The information before Council includes input from residents, stakeholders, and library staff, as well as an independent analysis comparing the two models across key areas such as governance, collections, programming, technology and access to resources. Council will also consider whether to direct staff to undertake the legislative and bylaw processes required to enable electors to vote on a potential transition to the ORL as part of the 2026 General Local Election.

Esplanade Renewal Plan
Council will consider endorsing the Esplanade Renewal Plan, a long-term vision for the Esplanade which includes the Okanagan Marina, Tennis Club and Esplanade Park. The plan is the result of extensive public engagement and will guide future investment and improvements in the area. The plan objectives are to reinvest in recreational facilities, improve connectivity and public access, protect nature and focus on the waterfront through collaboration when carrying out the plan. Council received the draft plan on June 9 and updates have been made after public input and reviews by the Parks and Recreation Advisory Committee and the Accessibility Committee.

PTCC Attached Hotel Project
Council will receive reports summarizing public engagement to date, concept design work and economic analysis related to a potential future hotel attached to the PTCC. Council is being asked to direct staff to prepare the assent voting (referendum) process for removal of the historic trust conditions as part of the Oct. 17, 2026 General Local Election.  The report also advises that it would be premature at this time to proceed with any changes related to the park land dedication and acknowledges the ongoing work with the sport user groups, the Parks and Recreation Advisory Committee, and the broader community that needs to be concluded before staff can bring forward recommendations to change any park land.  Review today’s announcement for further details.

Downtown Parking Lot Improvements
Council will hear about a series of improvements planned for City-owned downtown public parking lots including creating more permit parking spaces, updating parking regulations and refreshing signage. Staff are also seeking Council direction to add a daily parking rate, to adjust the monthly permit rates and to approve funding to expand the Nanaimo parking lot. The goal is to improve access to downtown parking by making better use of existing lots, increasing supply and reducing waitlists.

Downtown Plan
Council will consider launching the first phase of community engagement soon for a new Downtown Plan, which will help guide the future growth, development and vitality of Penticton's downtown core. The Downtown Plan will be developed through multiple rounds of community engagement and in close collaboration with the Downtown Penticton Business Improvement Association to set a future vision for the area’s land use, public spaces, infrastructure, and community safety needs over the coming years.

Community Safety and Wellbeing Plan
Council will review findings from the first two phases of engagement for the Community Safety and Wellbeing Plan and consider endorsing five priority areas identified by residents, organizations and community partners as the foundation for the plan's next stage of development. The priorities include:

  • Community Safety & Crime Prevention
  • Emergency Management, Response & Community Resilience
  • Housing Security & Homelessness Response
  • Mental Health, Substance Use & Wellness Supports
  • Community Belonging & Inclusion
