At its upcoming meeting on December 2, Penticton City Council will consider a zoning amendment that would pave the way for a significant housing redevelopment project providing purpose-built rental homes for singles, families, seniors and those with disabilities living and working in Penticton.
The proposed amendment would rezone five properties along Skaha Lake Road and Green Avenue West to a new Comprehensive Development Zone (CD12), enabling the redevelopment of the former motel sites into a vibrant, mixed-use community.
The plan, led by BC Housing, envisions five buildings ranging from six to 14 storeys, delivering approximately 600 new homes (including one-, two- and three-bedroom units), a childcare facility and commercial space.
“This represents an important step toward addressing Penticton’s housing needs,” said Blake Laven, general manager of Development Services. “The Skaha Assembly project would transform underutilized land into a modern, family-friendly neighbourhood with amenities that support residents and the broader community. It reflects years of advocacy by current and previous Councils and aligns with our Official Community Plan and Housing Needs Assessment.”
Beyond housing, the project would catalyze changes to the Skaha Lake Road corridor, transforming the previous highway to an urban roadway that would support all road users. These changes support the City’s climate action goals and its vision for a more connected, sustainable community.
While adoption of the bylaw would establish the appropriate land use, construction timelines remain contingent on BC Housing securing Provincial funding. The City will continue to advocate for expedited approvals to ensure the project moves forward as quickly as possible.
