The City is constructing a multi-use pathway along Ontario Street and Forestbrook Drive with curb and lighting. This project also includes paving improvements on Forestbrook Drive, plus naturalization and enhancement adjacent to Penticton Creek. 

Residents can expect construction crews and equipment in the area, temporary traffic disruptions, periodic road closures, parking restrictions within the work zone, and increased noise, dust and vibration during construction activities. Access to homes and properties will be maintained whenever possible, and affected residents will receive advance notice of any planned service interruptions or access restrictions. 

As part of the project, the undeveloped area adjacent to Penticton Creek that has been used informally for parking will be converted to naturalized parkland. Once construction is complete, on-street parking on Ontario Street and Forestbrook Drive will continue to be permitted where allowed.

Now that paving along Dartmouth Drive is complete, crews will return to Balsam Avenue for paving and final touches.  Watch for temporary road closures throughout the area. Crews are working hard to complete all work ahead of the return to school in September.

All roads throughout Wiltse are currently open. However, anticipate single-lane alternating traffic along Dartmouth for the coming weeks. The map below from July 21-22 indicates a full closure. While this section of road is open at the moment, prepare for delays as its reduced to single-lane alternating traffic. Consider taking alternate routes.

Thursday, July 23 and Friday, July 24

The intersection of Wiltse Boulevard and Dartmouth Drive will be fully closed.  Access will be available via Balsam Avenue and Pineview Road.

What about garbage collection? 

Garbage, recycling and yard waste collection will continue as scheduled. Residents should place carts at the curb as usual, with Waste Connections working with the construction contractor to maintain collection services throughout the project.

Will I be able to get to and from my home during the work on my road?

During work hours, due to the nature of the infrastructure that needs to be installed, the road will be closed in rolling sections to all-through traffic. The road will be reinstated at the end of each working day; however, through traffic will remain restricted until the underground pipe installation is complete. Local access will be maintained as much as possible. Residents will be notified in advance of any impacts to access to their homes.

What about on-street parking?

On-street parking will not be permitted within the construction area while the project is in progress.

Will my water or electrical services be affected?

Yes, temporary services disruptions may occur with these new utility installations. You will receive notice 48 hours’ in advance of any planned outages, and crews will work diligently to minimize disruptions to return services to normal use.

Will my driveway and landscaping be impacted?

Driveways will be tied back in. Landscaping within the boulevard or utility corridors may be affected. Any disruption will include restoration to match original, which may include topsoil, planting, or sod, where applicable. Affected homeowners will be contacted in advance.

Will mail and garbage services be affected?

These services will continue with minimal disruption. Please follow any temporary signage or crew instructions.

The following map and information outlines road closures that are one day or longer in duration.  For closures that are one day or less, we ask that residents and cyclists exercise patience while following traffic control and signage. Please note that these closures are subject to change.  Check back often for up-to-date information.

If you need to use part or all of a City road, boulevard or sidewalk for construction, temporary placement of a bin/container or to operate a private/business event (not open to the public), please complete and submit the Construction Road Closure Application (forms are available on our Engineering Application Forms page).

If you would like to use the sidewalk or boulevard for a private or business use that is open to the general public, or if you want to rent on street parking from the City for a fixed duration, please complete and submit the Sidewalk and Parking Stall Rental Application Form.

These safety improvements included installing a new multi-use pathway, pedestrian crossings, a raised crosswalk and improved lighting (coming soon). This project also involved upgrading underground infrastructure including watermain and drainage replacements, ensuring reliable access to water supply for many years to come.

This work was completed in response to neighbourhood feedback and was identified through a Safe Routes to School study, creating safer routes for people to travel to and from KVR Elementary. This project included:

• Installing a raised crosswalk at Forestbrook Drive
• Traffic circle with crosswalks across Manitoba Street and Edmonton Avenue
• Speed humps along Manitoba Street
• Installing a crosswalk at Nelson Avenue
• Curbing at the entrance of Penticton Avenue
